In a first among U.S. states, Gov. Kathy Hochul signed an executive order Tuesday implementing a one-year moratorium on data center permits while the state develops regulatory protections for communities and the environment.
While some Texas cities have advanced bans and moratoriums on data centers until the risks are better understood, San Antonio has proceeded more cautiously toward possible regulation. And some see economic opportunity.
